Size

Weight
The weight of a double buggy is one the main factors that determine how easy it is to push. A lighter buggy will be easier to lift and carry, but may not have as much suspension to withstand bumps and uneven terrain.
The majority of double buggies have an upper limit on the weight of each seat and some have overall frame weight limits and it's important to verify the specifications of each model prior to you buy. Some double buggies can be folded with the seats removed, which makes them smaller and lighter. This is useful in cases where you have limited storage space.

Manoeuvrability
When choosing a small double stroller, you need to consider its maneuverability. This includes how easy it is for both children to ride in the buggy. Certain pushchairs are more efficient than others and include the iCandy's "cinema seat" (where the back is elevated).
The narrow tandem buggies are good at this as can side-byside designs. However, they are a bit longer overall and can be difficult to navigate through doorways.
